To create a menu go to Appearance, Menus to get started.

First name the menu and create menu.

On the site you'll see pages, custom links, and categories where you will be able to add what you would like to your menu.

You can drag and drop your menu items to rearrange them however you would like and save your changes.

Most themes have you select where they will appear with a checkbox at the bottom of your menu which is different for each theme.

You can also add custom menus to your sidebar or footer area by adding the custom menu widget to your widget area.
