On WordPress.com, make sure you back up your content should you want to restore it in the future.

Go to Tools, Delete site to delete the site.

You will need to provide a reason and click delete now you'll get a confirmation email making sure you want this to happen.

If you do not want other to view your site you can go under Settings, Reading and click I would like my site to be private.

For self hosted back up your site as well should you change your mind later.

Then you need to log into your hosting account's cpanel and go to the file manager area to delete all of your files.
